The reason is that the U.S. Department of Justice is expected to drop its criminal investigation into Federal Reserve Chair Powell. Previously, Senate Banking Committee member Thom Tillis stated that if Trump did not withdraw the current criminal investigation into Federal Reserve Chair Powell, he would block Waller's nomination for Federal Reserve Chair from proceeding to a full Senate vote. In light of the current news that the Department of Justice will drop the criminal investigation into Powell, the market now expects that Waller has a high probability of being confirmed by the Senate as Federal Reserve Chair before Powell's term ends (May 15).
