According to a report by CoinDesk, Caroline Pham, the acting chairman of the U.S. Commodity Futures Trading Commission (CFTC), stated that the regulatory agency has restructured its enforcement division to "refocus" on combating fraudulent behavior and to "stop regulating through enforcement."
