Vitalik: I am very happy to see Arbitrum realize the first phase of Rollup. I hope more projects will follow next year.
On December 28th, Ethereum co-founder Vitalik posted on Warpcast expressing his pleasure at seeing a Rollup enter the first phase this year (with several other projects very close to the first phase). This is a true decentralization progress, and he hopes to see ten Rollups enter the first phase next year and achieve a certain degree of sequencer decentralization.
From the screenshot posted by Vitalik, the Rollup he referred to as entering the first phase is Arbitrum.
According to Vitalik's preliminary proposal on the Ethereum Magicians forum and the Rollup phased development definition summarized by L2beat, compared to the zero phase, the Rollup in the first phase must meet five conditions:
1. Deploy a complete and fully functional proof system;
2. At least 5 external participants can submit fraud proofs;
3. Users can withdraw without the help of an authorized operator;
4. If more centralized participants than the Security Council implement unnecessary upgrades, users have at least 7 days to withdraw;
5. The Security Council is properly established.
