NEW REGULATIONS AND COMPETING BILLS This isn’t the first time stablecoin regulations have been discussed. The 2023 Clarity for Payment Stablecoin Act attempted to provide a legal framework but didn’t gain enough traction. Now, multiple bills are in play: GENIUS Act: Introduced by a bipartisan Senate team, including Senator Cynthia Lummis (who also proposed the Bitcoin Reserve), this bill targets stablecoins with market caps over $10 billion. STABLE Act: This proposed legislation requires U.S. stablecoin issuers to get approval from the Office of the Comptroller of the Currency (OCC) and back their digital assets 1:1 with cash, short-term Treasury bills, or central bank reserves. It also puts the OCC in charge of monitoring non-bank stablecoin issuers. TETHER IN THE CROSSHAIRS Regulation isn’t just about structure—it’s also about impact. One of the biggest players affected is Tether (USDT), the most widely used stablecoin. They estimate that Tether has only 66% to 83% of the necessary reserves, depending on which bill becomes law.
