Bitcoin BTCUSD  exchanges are getting a key “deleveraging event,” which should shape future gains, new research says. In one of its “Quicktake” blog posts on March 17, onchain analytics platform CryptoQuant revealed a $10 billion capitulation on Bitcoin futures markets. Bitcoin sees “essential” event for BTC price rebound Bitcoin derivatives traders have flipped firmly risk-off since BTCUSD  hit its current all-time highs in mid-January. CryptoQuant, which uses data from various major crypto exchanges, calculates that aggregate open interest (OI) on futures fell by $10 billion in just three weeks from Feb. 20 through March 4.  “On January 17th, Bitcoin's open interest reached an all-time high of over $33B, indicating that leverage in the market had never been this high,” contributor Darkfost writes. The drop, he argues, “can be considered as a natural market reset, an essential phase for sustaining a bullish continuation.” An accompanying chart shows the 90-day rolling change in aggregate OI, highlighting the severity of the market’s U-turn following the all-time highs. “Currently, the 90-day change in Bitcoin futures open interest has dropped sharply and now sitting at -14%,” Darkfost concludes.  “Looking at historical trends, each past deleveraging like this has provided good opportunities for the short to medium term.” Crypto “demand crisis” emerges Continuing, fellow CryptoQuant contributor Kriptolik eyed increasingly active derivatives markets overall since November 2024. Stablecoin reserves across derivatives exchanges are increasing, he revealed this week, even surpassing spot markets. This, however, is no recipe for price upside. “When we analyze the volume and circulation of stablecoins, which act as fuel in the market, we see that despite a rapid increase in total stablecoin supply since November 2024, this has not necessarily benefited the market or investors significantly,” another blog post explains. Kriptolik described spot markets as suffering a “demand crisis.” “Until this distribution normalizes, avoiding high-leverage (high-risk) trades may be the most prudent approach,” he added. A Bitcoin bill has been presented to the Minnesota state senate that proposes allowing investments in Bitcoin and promotes cryptocurrency use in certain areas. In a March 18 statement , Senator Jeremy Miller, who introduced the bill, said the Minnesota Bitcoin Act (SF2661) aims to modernize the state’s financial landscape and position Minnesota as a leader in digital assets. Under SF 26661 , the Minnesota State Board of Investment would be allowed to allocate state funds to Bitcoin and other cryptocurrencies, treating them similarly to traditional investments like stocks and bonds. Further, state employees will have the option to include Bitcoin and other cryptocurrencies in their retirement plans. The legislation would also allow residents to pay state taxes and fees with Bitcoin, following in the footsteps of states like Colorado and Utah. Additionally, the bill includes tax incentives for cryptocurrency earnings, allowing certain gains from Bitcoin and other cryptocurrencies to be subtracted from taxable income. “I believe global digital currencies are here to stay, and it’s inevitable that they become more and more mainstream,” Miller said. According to him, cryptocurrencies would benefit Minnesota by providing “new financial opportunities” and giving the state a “strategic position to take advantage of being on the forefront of this digital revolution. “Crypto is a versatile digital asset that can be used in multiple ways, including as investments, global currency, or a hedge against inflation,” he added. Minnesota follows over a dozen other U.S. states that are mulling state cryptocurrency investments. Some states like Arizona and Texas have introduced multiple bills. On March 11, Texas state lawmakers presented House Bill 4258 , which allows Texas’ chief accountant and financial watchdog to invest up to $250 million of the state’s economic stabilization fund balance in Bitcoin or other kinds of crypto assets. The following day, Senator Cynthia Lummis presented an updated version of her July Strategic Bitcoin Reserve Act, which allows the government to hold more than 1 million Bitcoins.

A North Dakota bill that places various safeguards on cryptocurrency ATMs, including a daily transaction cap and mandatory fraud warnings, has passed the Senate. On March 18, House Bill 1447 cleared the Senate in a 45-to-1 vote , bringing it a step closer to becoming law. The bill, introduced in January, is designed to curb scams and tighten oversight of crypto ATM operators. If signed into law, the bill would require ATM operators to be licensed as money transmitters and enforce a $2,000 daily transaction limit across their machines. It also mandates fraud warning notices at kiosks and quarterly reports on ATM locations, transaction data, and operator details. As previously reported by crypto.news, the bill originally proposed a $1,000 daily cap, but lawmakers later adjusted the limit to $2,000 for the first five transactions within 30 days. Now, the Senate has simplified it to a straight $2,000 cap per day. Additionally, operators must use blockchain analytics to flag suspicious activity and report potential fraud to authorities. The bill now heads back to the House for approval of these changes before landing on Governor Kelly Armstrong’s desk. As crypto ATM scams become more popular, the bill aims to introduce much-needed safeguards to protect residents from financial losses. During a Jan. 22 hearing, Lisa Kruse, North Dakota’s financial institutions commissioner, noted that locals had filed 103 crypto scam complaints with the FBI in 2023, with reported losses hitting $6.5 million. Meanwhile, House Representative Steve Swiontek, who sponsored the bill, argued that the lack of regulation made crypto ATMs an easy target for crypto scammers. Crypto ATMs are widely available across the US, with nearly 30,000 machines in operation. However, increasing fraud cases have pushed regulators to introduce new laws aimed at cracking down on misuse. Last week, Nebraska Governor Jim Pillen signed a similar bill into law , tightening rules for crypto ATM operators. The Controllable Electronic Record Fraud Prevention Act, part of Legislative Bill 609, introduced new licensing and reporting requirements to curb fraud.

The price of EOS rose 25% following news of its rebrand to Vaulta and a shift toward web3 banking. EOS ( EOS ) gained 25% to $0.61 after the network announced plans to rebrand as Vaulta to “realize the vision of web3 banking.” In a press release on Tuesday, March 18, EOS said the transition, which includes a token swap, is expected to take place by the end of May, though the timeline still remains subject to change. Yves La Rose, founder and CEO of the Vaulta Foundation, claims the shift represents “more than just a name change,” adding that Vaulta is the “product of years of planning, strategic development, and thoughtful design.” The rebrand follows a prolonged period of weak price performance for EOS, which has struggled to recover not only from its all-time high in 2018 but also from its 2021 levels, which were more than 30% lower than its peak. The transition is described as part of a broader effort to integrate blockchain with traditional financial services. According to the announcement, Vaulta will act as an operating system for web3 banking, aiming to provide scalable and decentralized financial services. The network will also introduce the Vaulta Banking Advisory Council, a group of banking experts tasked with helping to bridge traditional finance with blockchain. Meanwhile, blockchain security firm SlowMist issued a warning about address poisoning attacks on wallets holding EOS. According to the firm, bad actors are sending out 0.001 EOS to users to lure them into unknowingly interacting with fraudulent addresses. These attackers create wallet addresses that closely resemble legitimate ones, hoping users will mistakenly copy and paste the wrong address when making transactions. As part of the rebrand plans, Vaulta will integrate with exSat, a Bitcoin digital banking solution, adding that exSat’s services will “complement Vaulta’s BankingOS,” positioning BTC as a key component of its financial model. Further details, including the new token ticker and additional partnerships, are expected to be announced in the coming months.
